Do I need clients or experience first?

No. The track starts from zero — pick a niche, build the lead universe, and run the outbound with the exact scripts and CRM I use. Do I have to be in Florida?

No. Florida is just where I'm running my live version. The model is built to be copied to any town — one boring, local, recurring pain (missed calls = lost jobs), a lead universe you assemble locally, and a stack you stand up wherever you are. You bring the town; I hand you the scripts, the stack, and the CRM.

Is cold calling and texting even legal?

Handled, and it's a core part of the training. The model deliberately has no auto-dialer and no cold texting — both would get your number flagged as spam and kill the launch, and Florida FTSA plus federal TCPA make them illegal anyway. Outbound is manual and compliant: hand-dialed calls in the owner windows, A2P 10DLC registration, opt-out / STOP handling, all-party-consent rules, and a hard rule that you never port the client's number.
